- A state agency that directly implements the contents of the memorandum of understanding on the employment permit system
- For E-9 visas, applications can only be made through the transmission agency

2. 송출 기관
- 고용허가제 양해 각서에 따른 내용을 직접 이행하는 국가기관
- E-9 비자의 경우, 송출 기관을 통해서만 신청 가능
