In the past, the responsibility for selecting seasonal workers rested with local governments, which made it relatively easy for brokers to become involved. The lack of specific punitive measures contributed to an increase in fraudulent activities.
According to the Immigration Control Act revised in July, a separate specialized agency is now tasked with the selection, arrangement, and employment of seasonal workers, effectively blocking the involvement of intermediaries.
Violators of this law can face penalties of up to three years in prison and fines reaching 30 million won. Furthermore, farmers must now draft standard contracts and enroll in safety and guarantee insurance when hiring seasonal workers, a significant change from past practices.
